The matts were used to allow water flow to continue after a certain level had been reached. The purpose of the flood bank was to mitigate the sudden rise and flow of water in a heavy rain event thereby holding the water back whilst it seeps into the ground. This structure restricts the water flow in damaging the road pavement 100m further along the water course.
